Short answer
You pay the exam fee to FIFA, not to your federation, and FIFA only reveals the amount on its Agent Platform, before you submit your application — member associations may not charge anything in relation to the exam. What is fixed and published is the licence: USD 600 within 90 days of passing, then USD 300 a year.
The exam fee is FIFA's, and FIFA doesn't publish it
The exam fee goes to FIFA, not to your national federation. FIFA's own candidate guide is explicit: candidates "will need to pay FIFA an Exam Fee to partially cover the costs of organising and holding the Exam". Your member association still checks that you meet the eligibility requirements, but since the exam moved online it no longer organises anything — and it "may not charge any fee in relation to the Exam".
FIFA does not publish the amount in advance. The Exam Rules say candidates "shall pay the Exam Fee as established on the Platform", and the cost, the payment method and the payment window are shown to you on the FIFA Agent Platform before you submit your application. Any page quoting a fixed worldwide exam fee — or a different figure country by country — is quoting a number FIFA has never published, left over from the years when federations ran their own sittings.

What the licence actually gives you
The licence fee isn't just a formality. It covers free access to FIFA's agent platform (where deals and representation contracts get registered), FIFA's continuing professional development (CPD) programme, and dispute resolution before the Agents Chamber of the Football Tribunal.
It is also identical in every country, because FIFA collects it directly. And a member association may not charge a licensed agent a registration fee either, unless its national law expressly allows it — so anything invoiced to you beyond the exam fee and the licence fee deserves a question.
What the first year really costs
Two payments, only one of which is published in advance: the exam fee you discover on the Platform before you commit, and USD 600 of licence fee, due within 90 days of passing. From the second licensing period onwards it drops to USD 300 a year.
Budget for the exam fee twice if you are not confident. It is not refunded if your licence application is rejected, and FIFA states it "may not be carried forward to the next Exam" — a failed attempt means paying it again. Preparation is a separate cost, and the only one you control: FIFA "does not organise or endorse any preparatory courses" and considers the Study Materials "the only resources needed for Candidates to prepare", so what a course sells you is method and practice, never access.
